2017 Legislative Session, Day 17
Today the House debated and adopted the rules governing the House of Representative. These rules do not vary a lot from biennium to biennium, but it does give us the opportunity to propose new rules to govern House operations and procedure. In years past, we have been able to pass rules that benefit the citizens of Washington, like prioritizing constituent testimony over lobbyist and agency testimony.

Over the past several years, House Republicans have tried to add a House Rule to require a stand-alone Education Budget and to fund education before any other state programs. While previous attempts have failed, we tried yet again this year. After great floor debate, demonstrating why this should be a priority in the House, the amendment to House Rules to fund education first, failed 48 to 50.
